Intentional change
Intentional change is a designed mutation of recorded desired state or approved baseline. It is not an unrecorded working-tree edit, and it is not remediation of proven drift.

Configure and Upgrade converge here because both change what the repository should become. They remain distinct capabilities: inputs versus baseline. The hub exists so those two are not treated as equivalent to Observe or Remediate.
If the recorded region is us-east-1 and a governed file was edited to us-west-2, that is not intentional change until someone records west as desired. Restoring east is Remediate. Wanting west is Configure. A newer approved catalog baseline is Upgrade — not drift.
After the change is recorded, Observe is how the system explains whether the working tree matches the new record.
