A governed repository is one whose desired inputs and approved baseline are recorded (in this product family, in repave.yaml) so divergence can be explained and supported drift can be restored.
Where this sits
Start Intentional change Continuous governance
It is the starting operational baseline after Generate or Adopt. Subsequent work is intentional change or continuous observation — not a new day-zero template.
Generate and Adopt both terminate here. They are different entries; they are not different kinds of repository once governance is in place.
From here the model splits: Configure and Upgrade are intentional change to what the repository should become. Observe explains whether the working tree still matches the record.
