Configure
Configure changes what the repository is supposed to look like on the baseline it already has. Region, names, and other desired inputs are the usual examples.

Start Intentional change Continuous governance
Configure is one of two entries into Intentional change. It is evolution of an existing governed system, not a restore of drifted files and not a baseline move.
If a governed file was edited away from recorded desired state, that is not configure. Observe will call it drift; Remediate may restore it. Dispatch does not run this path today.
